Dr. Mohaghegh Damad is a cleric and a professor of law at Shahid Beheshti University in Tehran, Iran. He is also the brother-in-law of the current head of the judiciary Sadegh Larijani and the speaker of the parliament Ali Larijani.
He put out a letter for the retirement of the previous head of the judicary Ayatollah Shahroudi in which he blasts Shahroudi's ten year tenure and the state of the judiciary:
Under the codified laws of the state, all prisons in the country are managed under the judicial branch; hence, this branch is responsible for them. Wouldn’t it have been better if you ordered the inspection of “Kahrizak prison” as well as its closure (once you found it to be unsuitable) before receiving the order from the Supreme Leader? You delayed this decree for so long that, unfortunately, this incident is now among the entries of a global encyclopedia, in the records of the theocratic government of Iran and near entries for the Guantanamo and Abu-Ghraib prisons.
