Larijani is the conservative speaker of Parliament close to Khamenei, but another hardliners member of parliament is quoted as saying that Larijani called Mousavi to congratulate him on his victory,
"What Ali Larijani did on the evening of election day, calling Mousavi and congratulating him for winning the election is inexcusable. As a head of Parliament and someone who clearly has access to classified and firsthand information calling Mousavi president even before the polls closed, encouraged him to take aggravating and dissonant positions after the election results were announced."
Of course since this is a hardliner member of parliament, it is hard to tell if anything they say is true. At the very least it shows that the hardliners are getting upset at Larijani and are trying to demonize him as too soft on the opposition. I guess for the hardliners anyone more liberal than Stalin is bad.
