Sadegh Larijani Trying to Calm Things Down?

Reports are coming in that Sadegh Larijani is trying to calm things down by releasing some prisoners and supposedly punishing those in the regime who actually committed crimes:

The Speaker of the Special Committee told Mehr News about his meeting with Larijani, saying, “Ayatollah Larijani alluded to the necessity to immediately free some prisoners and punish the agents of the [offenses] at Kahrizak and the dormitories, and that judgments or indictments relating to the post-election events must be accurately based on judicial regulations.

This comes on the heal of the release of Hamzeh Ghalebi, a major ally of Mosuavi who was illegally arrested and detained in prison.

It seems that Larijani wants to calm things down and return the country to a point where reformists are not in jail, but also not in power.
